Project Summary
In the early 1990s, as Britain struggled to combat drug smuggling, Her Majesty's Customs and Excise launched a secret operation. Ordinary employees were recruited, given basic training, and sent undercover to infiltrate the country's most dangerous drug gangs. These undercover personas, known as "Legends," were designed to blend into the criminal underworld, despite the operatives having no prior espionage experience.
