Cultural Endowment of Estonia

The Cultural Endowment of Estonia (Eesti Kultuurkapital) is a legal person governed by public law and the primary institution — outside the Ministry of Culture — responsible for distributing state funding for cultural activities and facilities in Estonia. It supports creative individuals, artistic associations, and project-based initiatives across literature, dramatic art, music, audiovisual art, visual and applied arts, folk culture, architecture, and sport, as well as the construction and renovation of culturally significant buildings. The Endowment operates through eight specialist sub-endowments and fifteen county expert groups, with grant calls open four times per year. Its income derives primarily from a share of alcohol/tobacco excise duty and gambling tax revenues, enabling it to operate independently of political interests.
